企业工会与偏向型技术选择

<p class="MsoNormal" style="margin: 0cm 0cm 0pt"><span style="font-size: 12pt; font-family: 宋体; mso-ascii-theme-font: minor-fareast; mso-fareast-font-family: 宋体; mso-fareast-theme-font: minor-fareast; mso-hansi-theme-font: minor-fareast">中国企业基层工会扮演&ldquo;集体代言&rdquo;和&ldquo;党政发声&rdquo;的双面人角色，兼具维权和维稳职能，对于车间和工作场所的技术变革会产生重要影响。本文构建了企业劳动偏向型技术选择指数，利用全部国有及规模以上工业企业数据（<span lang="EN-US">2004</span>年）以及第十轮全国私营企业调查（<span lang="EN-US">2012</span>年）实证考察基层工会对企业劳动偏向型技术选择的影响。结果表明，在控制了一系列企业特征之后，工会显著促进了劳动偏向型技术。借助一个关于计算机推广应用的&ldquo;佐例&rdquo;确认了这一点。不同所有制企业工会影响各异，其中，在国有集体企业、港澳台和外资企业中，工会对劳动偏向型技术有显著正影响，但在&ldquo;雇主控制型劳动关系&rdquo;的私营企业中，工会影响不显著。就公共政策而言，随着劳动成本的普遍上涨以及节约劳动技术的发展，企业对新技术引进可能会导致部分低技能工人的失业，这常常会引起工人和管理层之间紧张和对立，如何正确引导，既要减少因抵触变革而爆发破坏性行动，维护劳资关系和谐稳定，又要尽可能帮助企业实现技术升级，是劳动关系转型时期企业工会需要正视的重要议题。<span lang="EN-US"><o:p></o:p></span></span></p>
