<p>Far from a neutral scorecard, the System of National Accounts (SNA) is a strategic infrastructure through which states define economic capacity, fiscal credibility, and geopolitical power. Tracing its theoretical evolution from John Maynard Keynes’s wartime demand management and Richard Stone’s double-entry standardization under the Marshall Plan to Wassily Leontief’s input-output matrices and modern SNA 2025, this presentation shows how shifting boundaries of production, capital, and welfare reshape what policymakers can see. While SNA 2025 expands measurement into data assets, natural capital, and household distribution, it remains a contested compromise. Resource depletion valuation, crypto-assets, and ownership-based recording of processing trade create severe tariff blind spots. Rather than a passive accounting tool, the SNA functions as an active mechanism of geoeconomic orientation and policy validation.</p> |

主讲人简介 |
<p>Dr. Jiemin Guo is Chief Statistician at the Tokyo Institute for Global Economic Research (TIGE) and has more than 30 years of professional and leadership experience in government, international organizations, and academia. He specializes in national accounts, input-output analysis, global value chains, trade and innovation statistics, and international economic measurement. He served as a senior economist at the U.S. Bureau of Economic Analysis (BEA) from 2001 to 2007 and from 2012 to 2025. In that role, he helped strengthen the quality of the U.S. supply-use tables and participated on behalf of BEA in numerous international conferences. He received a Gold Medal Award for his contributions to measuring global value chains for the United States. From 2007 to 2012, Dr. Guo headed a section in the OECD Statistics Directorate, overseeing quarterly national accounts and leading cooperation between the OECD and China’s National Bureau of Statistics. His broader international leadership includes his role as Vice President of the International Input-Output Association (IIOA), visiting research scholar at the Massachusetts Institute of Technology (MIT), and membership in the United Nations expert advisory group on aviation satellite accounts. He also represented the United States in ministerial-level negotiations on trade statistics under the U.S.–China Joint Commission on Commerce and Trade (JCCT). Dr. Guo’s current work applies his experience in official statistics to the analysis of global economic interdependence, helping economies identify and better understand their positions within cross-border production networks. He received his Ph.D. from the University of Illinois Urbana-Champaign in 1997.</p> |
